Faculty

Allison Lance

Allison Lance, Senior Program Manager in Customer Education brings over 20 years of experience across the health care ecosystem, from payers to health IT to care delivery. Her expertise ranges from market strategy and population health to quality improvement and interoperability. Prior to her role at NCQA, she worked in market intelligence at one of the world’s leading Electronic Health Record (EHR) platforms and has experience from several health plans. During her time at NCQA, she built the Digital Hub and Community, which is a dynamic coalition of health quality measurement professionals, as well as leads development of the organization’s strategic plan for digital advancement. These resources help provide visibility to the roadmap for digitalizing health quality measures to be in alignment with CMS and Interoperability Standards. 

Allison holds a master's in health care administration (MHA) from the University of Maryland and a bachelor's in human resources management from Missouri State University.

Wendy Talbort, MPH

Wendy Talbot is the Vice President of Measure and Data Operations at the National Committee for Quality Assurance (NCQA), where she oversees a broad portfolio of products including HEDIS content, digital implementation support, Measure Certification™, HEDIS Audit™ and validation programs, data collection, Quality Compass, and Health Plan Ratings.

In her current role, Wendy is leading NCQA's efforts to modernize data quality validation, including the development of population-level plausibility frameworks for clinical data and the transition to digital quality measurement. She plays a central role in shaping the future of healthcare performance measurement — from advancing digital quality measures (dQMs) and electronic clinical data systems (ECDS) to reducing provider burden through standards harmonization and automation.

Wendy has over 25 years of industry experience working with federal, state and local government, quality improvement, managed care and behavioral health organizations, and physician groups. Prior to joining NCQA, she served as the Director of Performance Measure Validation and Audits for an External Quality Review Organization (EQRO) and one of NCQA's HEDIS Licensed Organizations. In that capacity, she was an NCQA Certified HEDIS Compliance Auditor and performed over 150 HEDIS, AMP, and Performance Measure Validation audits. Earlier in her career, she worked as an epidemiologist at the Arizona Department of Health Services.

Wendy is a frequent speaker at national healthcare quality conferences, including the Medicare Stars, HEDIS, Quality & Risk Conference, where she shares expertise on HEDIS modernization, data quality, audit transformation, and the evolving landscape of digital performance measurement.

Wendy completed her undergraduate education in Health Sciences at the University of Nevada, Reno, and holds a Master of Public Health in Epidemiology from the University of Arizona. She has been a Certified HEDIS Compliance Auditor since 2007. Outside of her professional work, Wendy volunteers with Phoenix Children's Hospital.
