HRSA-Supported PCMH Training - Region 4
Thanks to support from the Health Resources and Services Administration (HRSA), the National Committee for Quality Assurance (NCQA) is pleased to provide this virtual training around Patient-Centered Medical Home Recognition for HRSA region 4. This virtual training is hosted by the Georgia Primary Care Association (GAPCA) and will consist of two courses:
- NCQA’s Introduction to PCMH Program: Foundational Concepts of the Medical Home
- NCQA’s Advanced PCMH Program: Mastering the Medical Home Transformation
Training will be provided through a series of on-demand (recorded) lectures interspersed with live webinars for Q&A, polling, content review, and engagement with the training faculty. The required on-demand modules should be reviewed prior to each scheduled webinar session.
NCQA will provide the same continuing medical education credit and PCMH Certified Content Expert (CCE) maintenance of certification credit normally provided when this training is delivered as in-person seminars. Additionally, learners who complete both sessions will become eligible to sit for the CCE exam.
This training will include both on-demand (recorded) content and live webinars.

CHRISTINA BORDEN, PCMH CCE
Christina Borden has spent a majority of her career working to improve patients and providers’ healthcare through implementing more rigorous standards for Patient Centered Medical Home. She has overseen, managed and implemented specific standards and initiatives at a Medicaid managed care association, on Capitol Hill and at NCQA.
Christina is the Director for NCQA's Recognition Programs Policy and Resources (RPPR). In her tenth year with NCQA, Christina oversees the development, implementation, and promotion of NCQA’s Recognition Programs (RP). She maintains and improves NCQA programs as clinical measures and standards change. Additionally, she works to educate stakeholders, interpret and maintain guidelines for RP programs and ensure NCQA’s programs properly align with federal guidelines and the healthcare industry as a whole. When appropriate, Christina represents the department publicly, including in forums for sponsors, state and federal agencies, professional organizations and other partners.
Before joining NCQA, Christina worked at the Association for Community Affiliated Plans (ACAP) representing non-profit safety net health plans and as a health liaison on Capitol Hill.
WILLIAM F. TULLOCH, MA, PCMH CCE
Bill is NCQA’s Director in the Quality Solutions Group and has been with NCQA since 1997. In his role, Bill manages the operations of several government contracts aimed at promoting the Medical Home concepts and works with large health systems that are Recognized or seeking Recognition by NCQA. Bill is a PCMH Certified Content Expert with NCQA.
Prior to this position, Bill was the Director of Customer Resources, providing educational assistance to organizations seeking to improve the quality of care and service they provided. Bill was also previously Director of the Privacy Certification for Business Associates (PCBA) program, a joint offering of NCQA and the Joint Commission on Accreditation of Healthcare Organizations. Bill helped develop both the PCBA and other new assessment programs in the health care field and improving existing NCQA products as part of the Product Development team. Earlier in his tenure at NCQA Bill served as a Senior Accreditation Manager participating in and coordinating surveys for the MCO, CVO, and MBHO programs. In addition to his other work, Bill has been a frequent faculty member for educational presentations for NCQA, and is a member of the internal team that developed and maintains the Interactive Survey System.
Bill attended Williams College for his undergraduate work, and has a Master’s in Economics from the University of Maryland. For seven years prior to joining NCQA, Bill worked with a health care consulting firm, HTA (now Covance), in Washington, DC, helping medical product manufacturers work in the managed care setting. During his undergraduate years, Bill co-authored two papers on the psychology of juror decision-making, based on original research.
