Strategies for Effective Health Care Delivery With Limited Staffing
Over the last decade, the coming shortage of health care workers has been an unquestionable concern. A Schools of Public Health article released in 2008 that stated over 250,000 additional health care workers would be necessary to meet health care needs in 2020. In 2017, the Association of American Medical Colleges projected a deficit of over 100,00 physicians across specialties by 2030. Reduced volume of education programs, escalation of chronic diseases, an aging population and more health care workers approaching retirement all contribute to the shortage.
The COVID-19 pandemic and the 2020 “Great Resignation” have also increased the inadequate number of professionals in the health care industry. The conversation has shifted from the coming shortage to determining how to deliver effective care with limited staffing now. The majority of healthcare organizations must face the reality of staffing limitations while aiming to deliver quality care.

Dr. Marvin Royal II is owner and clinical director of Forest Hill Physical Therapy, an outpatient physical therapy practice in Newark, NJ. Forest Hill Physical Therapy earned NCQA Patient-Centered Connected Care Recognition.
In addition to partnering with accredited physical therapy programs throughout the U.S. as a Clinical Instructor, Marvin spearheaded an “Interdisciplinary Journal Club” that invites local MDs, PAs, NPs, PTs and other clinicians and students to participate in a discussion of the latest in rehabilitation/medical research. He continues to deliver continued education workshops and seminars on rehabilitation and fitness topics including sports injuries, chronic conditions, youth and adult fitness training, nutrition and Covid-19 recovery.
Marvin is an active member of the American Physical Therapy Association, the National Sports and Condition Association and the National Academy of Sports Medicine.
Trenair Royal, MHA, PCMH CCE
Trenair Royal is a healthcare executive who has been serving over a decade in operations management. Trenair Royal’s career is marked by a commitment to improving patient-centered care through collaboration, practice transformation, and quality improvement. She believes the key to care delivery is the continuous active cooperation and relationship between clinical and non-clinical healthcare professionals. Her management experience includes: program development for wellness centers and healthcare organizations, patient and physician engagement strategies in outpatient settings, policy and procedures development, EMR implementation and workflow process mapping, and executing reengineering methodologies that stretch across various healthcare settings including Federal Qualified Health Centers (FQHCs), hospital systems, and private practices.
Trenair served as a corporate health and wellness director for a network of New Jersey employees, a director of quality for a multi-specialty medical group, and as a director of population health in Newark, NJ. As a certified patient-centered medical home content expert of National Committee of Quality Assurance (NCQA), she has led over 20 healthcare practices across five New Jersey counties through NCQA’s Patient-Centered Specialty Practice recognition program (PCSP), Patient-Centered Connected Care recognition program (PCCC), and Patient-Centered Medical Home recognition program (PCMH). As an independent consultant she continues to collaborate with organizations and spearhead strategic initiatives and value based programs. Royal holds a Bachelor’s in Psychology and a Masters in Health Administration. She is a member of American College of Healthcare Executives (ACHE) and Project Management Institute (PMI).
In support of improving patient care, the National Committee for Quality Assurance is jointly accredited by the Accreditation Council for Continuing Medical Education (ACCME), the Accreditation Council for Pharmacy Education (ACPE), the American Nurses Credentialing Center (ANCC), to provide Interprofessional Continuing Education for the healthcare team.
