Digital Quality Solutions Pilot: Defining the Next Generation of Measurement

In 2022, NCQA launched its inaugural Digital Quality Solutions pilot, a software product development project with six trailblazing health plans, delivery systems and health information technology firms. In this session, NCQA staff will provide an overview of the pilot. NCQA staff members will summarize thematic needs from the pre-pilot assessment. Also, pilot participants will share their motivations and expected outcomes through their participation.

Corey Collins

Corey Collins has over 12 years of experience in Healthcare IT. He has worked for both payers and vendors across multiple lines of business. Corey, also, has over 5 years of experience as a HEDIS® vendor. In his current role, Corey oversees the delivery of all technology-based deliverables for Centauri’s Quality offering.  






Fern McCree, MPH

Fern McCree is a Senior Research Associate in the Performance Measurement department at NCQA. Ms. McCree leads maintenance and development of quality performance measures for NCQA. She manages ongoing work to develop and promote NCQA’s electronic measurement strategy. Ms. McCree holds a Master of Public Health from The George Washington University and a Bachelor in Science in Public Health Administration from Temple University.  






Beth Meyers, PhD, MS, RN

Beth Meyers is a Digital Solution Engineer at NCQA. In this role, Beth leads digital transition initiatives for existing and new products at NCQA, including the NCQA Digital Solutions Pilot. With over 20 years of health care experience, Beth has fulfilled several roles from care delivery to executive leadership with extensive experience in patient care delivery, health informatics, analytics strategy, project management, and decision support systems.  

Beth Meyers is a registered nurse who holds a PhD in health informatics from the University of Minnesota and a Master of Science in technology management from the University of Wisconsin-Stout.






Yubin Park, PhD, MS

Yubin Park, Ph.D., is Chief Analytics Officer at Apollo Medical Holdings, Inc. (ApolloMed, NASDAQ: AMEH). He oversees value-based care analytics, remote patient monitoring, and partnerships with third-party data vendors in his current position. Yubin started his career by founding a healthcare analytics start-up after obtaining his Ph.D. degree in Machine Learning at the University of Texas at Austin in 2014. His first start-up, Accordion Health, provided an AI-driven Risk Adjustment and Quality analytics platform to Medicare Advantage plans. In 2017, Evolent Health (NYSE: EVH) acquired his company, and there, he led various clinical transformation/innovation projects. In 2020, he then founded his second start-up, Orma Health. The company built a virtual care and analytics platform for payers and providers in value-based care, e.g., Direct Contracting Entities and Accountable Care Organizations. At Orma, he worked with many sizes of risk-bearing primary care and specialty groups, helping them connect with patients through virtual care technologies. ApolloMed acquired Orma Health in 2022. 








Don Rucker, MD, MBA, MS

Dr. Donald Rucker is Chief Strategy Officer, 1upHealth and the former National Coordinator at Office of the National Coordinator for Health Information Technology (ONC). During his time with ONC, Dr. Rucker lead the formulation of the federal health IT strategy and coordinates federal health IT policies, standards, programs, and investments. Dr. Rucker has three decades of clinical and informatics experience. He started his informatics career at Datamedic Corporation, where he co-developed the world’s first Microsoft Windows-based electronic medical record. He then spent over a decade serving as Chief Medical Officer at Siemens Healthcare USA.  

Dr. Rucker is a graduate of Harvard College and the University of Pennsylvania School of Medicine, with board certifications in Emergency Medicine, Internal Medicine and Clinical Informatics. He holds an MS in Medical Computer Science and an MBA, both from Stanford.
