Double Jeopardy--Pandemic and Health Disparities: Collaborative, Data-Driven Community Interventions and Innovation During Crisis
In health care, as in other industries, disaster often inspires innovation. By April 23, 2020, Dallas, Texas, had 2,763 cases of COVID-19 and 72 deaths. The hospital in-patient and ER were strained. To contain the spread of the virus in the community, the Parkland Health & Hospital System team, in partnership with PCCI, developed a multi-prong, technology-based solution. To date, over 500,000 upcoming clinical encounters have been prescreened for risk, resulting in relatively early detection and treatment of cases and decreasing potential exposure to the health system.

Vidya Ayyr, MPH, CHW
Vidya Ayyr leads high-impact interventions to address social determinants of health, with a commitment to health equity and improving the lives and livelihoods of disadvantaged, marginalized and vulnerable populations.
As Director of Community Social Impact, she provides strategic oversight to Parkland’s community outreach investments, promotes social innovation and mobilizes a team of community health workers to drive an integrated approach to population health management. Ms. Ayyr has inspired a series of patient-centered care advancements, such as establishing the first forum for patients to inform decision-making practices at Parkland. Prior to her role as Director of Community Social Impact, she was part of External Affairs at Parkland, where she developed public-private sector partnerships to support diverse, multi-stakeholder initiatives.
Ms. Ayyr serves on the national EPIC Brain Trust; the Community Leadership Forum with the Federal Reserve Board, in Washington, DC; and is a Presidential Scholar with the George W. Bush, William J. Clinton, George H.W. Bush and Lyndon B. Johnson Foundations. Her work on social impact collaboration was recognized by the National Root Cause Coalition and by the Institute of Patient and Family-Centered Care.
She earned her BS in Business Administration, with a focus in Marketing, from the University of Texas at Dallas, and her MPH from the University of Texas Health Science Center, School of Public Health.
Brett Moran, MD
Brett Moran is the first Chief Medical Information Officer (CMIO) at Parkland Health & Hospital System. He helped steward Parkland to being a fully electronic institution and one of the first safety net organizations to win the Davies Award for excellence in translating informatics to patient value. In his role as CMIO, he is deeply involved in promoting quality and safety improvement.
In 2016 he was voted Physician Academy Council Physician of the Year. Dr. Moran has given numerous presentations at national clinical informatics meetings; four have been selected as “classics.” During the pandemic, he was part of a team that developed innovative ways to perform outreach to patients most at risk and vulnerable for COVID, using predictive analytics. He used a similar process to ensure equitable distribution of COVID-19 vaccinations to the Parkland patients, as described in several NEJM Catalyst publications.
Dr. Moran took over leadership of the Parkland Virtual Care team in 2020 and is working with executive leadership on a virtual care enterprise strategy to help take Parkland into the 21stCentury and beyond with use of innovative processes to better empower the patient in their wellness journey--encompassing medical, behavioral, social and community health needs. He graduated from Utah Southwestern Medical School and is board certified in both Internal Medicine and Clinical Informatics.
Donna Persaud, MD, MBA
Dr. Persaud is Medical Director of the HOMES Program in the Parkland Health and Hospital System, which provides primary health care to the homeless in Dallas. She has led multiple initiatives at Parkland to address health care disparities, and innovations to transform care. She serves on multiple committees and is a trusted advocate in the community for improving the health and well-being of vulnerable populations.
Dr. Persaud completed her residency training in Pediatrics at Jackson Memorial Hospital in Miami, Florida, and her Ambulatory Fellowship at UTMB Galveston. She is board certified in Pediatrics & Adolescent Medicine. She received her MBA in Executive Health Care Leadership from UT Dallas.
Anjum Varshney, RN, MBA, PCMH CCE
Ms. Varshney is Associate Director Performance Improvement, Population Health, at Parkland Health & Hospital System. She is responsible for quality improvement initiatives in ambulatory services, ensuring that high-quality care is provided to all patients. She participates on multiple health system committees and plays a key role in development and monitoring adult and pediatrics QI metrics based on internal risk assessments, external HEDIS benchmarking, data analysis, trending and regulatory requirements. Ms. Varshney led 19 Community-Oriented Primary Care Clinics of Parkland Hospital System to achieve NCQA PCMH Level 3 Certification. She earned her nursing degree at the University of Arlington, TX, her MBA from the University of Agra, India, and her PCMH Content Expert Certification from NCQA.
In support of improving patient care, the National Committee for Quality Assurance is jointly accredited by the Accreditation Council for Continuing Medical Education (ACCME), the Accreditation Council for Pharmacy Education (ACPE), the American Nurses Credentialing Center (ANCC), the American Academy of Physician Assistants (AAPA), the American Psychological Association (APA), and the Association of Social Work Boards (ASWB) to provide Interprofessional Continuing Education for the healthcare team.
